VNU – HSB Promotes International Cooperation in Cybersecurity

On April 28, 2026, Associate Professor Dr. Bùi Thế Duy, Director of Vietnam National University, Hanoi (ĐHQGHN), signed a Memorandum of Understanding (MOU) with the Korea International Cooperation Agency (KOICA) for the project “Supporting the Vietnam Institute for Non-Traditional Security to Enhance Cybersecurity Training Capacity” within the framework of activities to strengthen Vietnam – Korea cooperation in April 2026. Numerous strategic agreements on science and technology, digital security, and technology infrastructure were signed, indicating a trend of increasing extensive cooperation between the two nations in the digital era.
Regarding cybersecurity issues, Professor Dr. Hoàng Đình Phi, Dean of the Hanoi School of Business and Management (HSB), ĐHQGHN, emphasized that in the context of globalization, digital transformation, and increasingly extensive international integration, alongside development opportunities, Vietnam is also facing numerous challenges from non-traditional security threats, particularly cybersecurity.
The risks of cyberattacks, data breaches, high-tech fraud, or risks related to the digital economy, finance, and business are strongly impacting the nation's stability and sustainable development.
To contribute to strengthening research and training capacity in cybersecurity, Lieutenant General Professor Dr. Nguyễn Xuân Yêm, Director of the Institute for Non-Traditional Security (INS), ĐHQGHN, highly appreciated the two-year process of cooperative exchange between the Institute for Non-Traditional Security and the Hanoi School of Business and Management with the leadership of the KOICA Office in Vietnam regarding the idea of implementing the Project “Supporting the Vietnam Institute for Non-Traditional Security to Enhance Cybersecurity Training Capacity”. The project is expected to commence implementation from 2026 to 2029.
The Memorandum of Understanding (MOU) between the KOICA Office and Vietnam National University, Hanoi, agreed upon and signed by both parties, is the result of an effective working process between the two entities to materialize the idea and initiate project implementation.
Objectives of the KOICA cooperation project for the 2026–2029 period
- ✅ Establish modern cybersecurity training and practice infrastructure.
- ✅ Establish a Cyber Range for simulating cyberattacks and defenses.
- ✅ Develop the “V-Shield” cybersecurity training program according to international standards.
- ✅ Train faculty, experts, and management staff.
- ✅ Strengthen research cooperation and technology transfer between Vietnam and Korea.
The signing of the Memorandum of Understanding (MOU) between ĐHQGHN and KOICA marks a significant step forward in the strategy for developing non-traditional security and cybersecurity in Vietnam, while affirming a pioneering role in training, research, and policy consultation on security governance in the new context.

🎓 Master of Non-Traditional Security Management (MNS) with in-depth specializations, including cybersecurity.
Additionally, the Institute for Non-Traditional Security (INS) is implementing numerous research, training, and professional development activities on non-traditional security and cybersecurity for ministries, sectors, and localities. Currently, the Institute for Non-Traditional Security (INS) is a leading research unit in this field.
The implementation of the cooperation project with KOICA will contribute to supporting the Institute for Non-Traditional Security in developing and providing updated and modern courses and training programs, helping leaders and managers identify potential cybersecurity threats as well as effective prevention and response solutions.
Through this, agencies, units, and businesses can develop comprehensive orientations and strategies to enhance their capacity for ensuring cybersecurity in the new context.
Furthermore, the project also contributes to consolidating and developing the team of researchers and lecturers in non-traditional security and cybersecurity; strongly promotes scientific research activities in this field aligned with Vietnam's reality, aiming to build a highly applicable ecosystem of training – research – policy consultation.
