The Institute of Non-Traditional Security enhances collaboration with Quảng Ninh Province in research, training, and policy consultation.

On May 21st, the Institute of Non-Traditional Security held a working session with Mr. Quan Minh Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Quang Ninh province, to discuss several areas of cooperation for the upcoming period.

Also attending were members of the Provincial Party Standing Committee, leaders from several relevant departments and agencies, and Nguyen Van Cu Cadre Training School.

In the past period, the Institute of Non-Traditional Security has closely collaborated with functional agencies of Quang Ninh province in researching scientific topics in the field of non-traditional security; organized training courses on security governance and non-traditional security governance for key officials of the province and local authorities. Thereby, contributing to enhancing awareness and capacity to handle emerging situations in practice.

At the working session, Prof. Dr. Nguyen Xuan Yem, Director of the Institute of Non-Traditional Security, proposed to continue strengthening cooperation with Quang Ninh province in the upcoming period. Specifically, the Institute proposed to collaborate with departments and agencies to research and develop a specialized resolution for the province on "4 An", comprising: security, social welfare, safety, and public well-being; simultaneously participating in policy consultation to effectively implement several key tasks in line with the spirit of the 14th Party Congress Resolution. The Institute also proposed strengthening cooperation with the province in scientific research; training and fostering cadres, and consulting on policy formulation to serve the sustainable development of the locality; organizing specialized courses for key officials on national governance, local governance, enhancing operational capacity and handling emerging situations in the context of digital transformation and international integration.Speaking at the working session, Mr. Quan Minh Cuong highly appreciated the effective cooperation of the Institute of Non-Traditional Security with Quang Ninh province in the past period, especially in scientific research, training, and fostering knowledge on non-traditional security for officials at all levels. The Secretary of the Quang Ninh Provincial Party Committee emphasized that Quang Ninh always prioritizes closely linking socio-economic development tasks with ensuring national defense and security; in which, proactively identifying and effectively responding to non-traditional security issues is of particular importance.Agreeing with the proposals of the Institute of Non-Traditional Security regarding strengthening cooperation in training, fostering, developing specialized topics, and policy consultation, the Secretary of the Provincial Party Committee assigned the Provincial Party Committee's Commission for Propaganda and Mass Mobilization to be the focal point for coordinating with the Institute to implement policy consultation contents; and assigned the Department of Home Affairs to coordinate with the Institute to research and develop the content of training and teaching programs suitable for practical requirements.

Phát biểu tại buổi làm việc, đồng chí Quản Minh Cường đánh giá cao sự phối hợp hiệu quả của Viện An ninh phi truyền thống với tỉnh Quảng Ninh trong thời gian qua, đặc biệt trong công tác nghiên cứu khoa học, đào tạo, bồi dưỡng kiến thức về an ninh phi truyền thống cho đội ngũ cán bộ các cấp.

Đồng chí Bí thư Tỉnh ủy Quảng Ninh nhấn mạnh, Quảng Ninh luôn quan tâm gắn kết chặt chẽ nhiệm vụ phát triển kinh tế - xã hội với bảo đảm quốc phòng - an ninh; trong đó, việc chủ động nhận diện, ứng phó hiệu quả với các vấn đề an ninh phi truyền thống có ý nghĩa đặc biệt quan trọng.

Đồng tình với các đề xuất của Viện An ninh phi truyền thống về tăng cường phối hợp trong công tác đào tạo, bồi dưỡng, xây dựng chuyên đề và tư vấn chính sách, đồng chí Bí thư Tỉnh ủy giao Ban Tuyên giáo và Dân vận Tỉnh ủy làm đầu mối phối hợp với Viện triển khai các nội dung tư vấn chính sách; giao Sở Nội vụ phối hợp với Viện nghiên cứu, xây dựng nội dung các chương trình tập huấn, giảng dạy phù hợp với yêu cầu thực tiễn.

Đồng chí Bí thư Tỉnh ủy đề nghị Viện An ninh phi truyền thống tiếp tục đồng hành cùng tỉnh trong nghiên cứu, tư vấn xây dựng các nghị quyết chuyên đề, định hướng chính sách dài hạn; qua đó góp phần giữ vững ổn định chính trị, bảo đảm quốc phòng - an ninh, tạo nền tảng cho Quảng Ninh phát triển nhanh, bền vững.
